You may only do this if you have the park hopper option on each ticket. Otherwise you can only return to the same park you were in before. The park hopper option can be added to any length of ticket at any point before the ticket expires for about $50 no matter the length of ticket. Also, if you have any type of annual pass the hopper is built into it.
You must pay to get into the park to eat at any restaurant in there. . So unless you have Hopper Park tickets you must eat in the park you are at for the day.

No. If you plan on visiting multiple parks at any time you have to purchase the park hopper ticket for that day. Keep in mind there are restaurants at Downtown Disney you can get in for free. Also there are plenty of GREAT restaurants at the resorts that you can make reservations at and take the Disney transportation to. The husband and I always get the park hopper tickets because we love having the freedom to go to which ever park we want at any point.

No, you would also have to pay to gain entrance into the park. Instead of wasting a whole park day ticket to go out to dinner, consider adding on the park hopper option to your base ticket. It will cost you extra, but it's worth it in the end.
There are other places you can go to on Disney property that don't require park admission for meals:
-Kona (Animal Kingdom Lodge)
-Wispering Canyon (Wilderness Lodge)
-Beaches and Creame (Boardwalk)
-Chef Mickeys (Contemporary)
-California Grill (Contemporary)
There are also main chain restaurants in Downtown Disney such as the Rainforest Cafe, Wolfgang Puck, etc.

As the others have said, no you can't unless you have the hopper option on your ticket.
In addition to the excellent advice about DTD restaurants, I wanted to add that some of our favorite restaurants are at the resorts.Our 2 "must do" restaurants are Boma a Animal Kingdom Lodge and 'Ohana at the Polynesian.
We also like 1900 Park Fare the Grand Floridian.
if you have a base ticket (allows you to enter ONE theme park each day) no you cannot do that. BUT if you add on the park hopper option (allows you to enter all FOUR theme parks each day) then yes you can do that. adding on the park hopper will cost $50 per person. its a one time fee no matter how many days are on your ticket.
