Is it illegal to sell cards created in photoshop with Disney characters on them?

I keep seeing all these custom invitations with Disney characters on them for sell on eBay. Isn't that illegal if you don't have a license to use those images? Is it illegal to buy them?Is it illegal to sell cards created in photoshop with Disney characters on them?
Those cartoons are the copyright property of Disney Inc. In order to use them for product sales the person would need to get a license from Disney Inc. and pay royalties from the income made on them.

Note: Buying an illegal product is not a crime, but possession of an illegal product is. These could be seized by police at any time and the purchaser would have no legal recourse.

It's not illegal to buy. It's definitely illegal to sell. These people are just hoping nobody reports them.

They wouldn't go after a buyer, though, they'd go after a seller.
