I have a friend who is staying in Disney the same time I am and we want to meet up eventually. They are staying at Contemporary, and I at All Star Music. The thing is, there is no monorail at my hotel to get to Contemporary. I know Disney has buses; Is there an Inter-resort Disney bus line or something I can take without additional charge?

Go to the Magic Kingdom or Epcot, then board the Monorail to the Contemporary. Every park has buses that will take you to any resort.

A great place to meet up is Downtown Disney. You can hang out, have lunch/dinner, and do some shopping. It is in the middle of both of your resorts and busses run from there until after midnight.
If you would just like to get to the Contemporary then take a bus from All Star Music to either Downtown Disney or Magic Kingdom (I usually do whatever comes first). Then take a bus from Downtown Disney or the monorail (the resort line!! not the Ticket and Transportation Center line!) or a walk over to the Contemporary.

The easiest way to get to the Contemporary from any other resort is to take a bus to the Magic Kingdom and then walk. There is a very short brick walking path from the Magic Kingdom bus stops. It will take you maybe 10 minutes to walk. This way you won't have to wait in line for transportation twice.
Unfortunately, there is no direct route.
As far as I know, the buses begin at least an hour before (if not more) the parks open and an hour after the last park closes (which is usually pretty late).
There are no direct modes of transportation between those two resorts. You could always pay for a cab though.
However, it would be very easy for you to get to the Contemporary. Either take a bus to the Magic Kingdom and then walk to the contemporary, or take a bus to the Magic Kingdom or the TTC and take the monorail to the Cont.
You can always take a bus to any resort from any park or Downtown Disney or the TTC.

Thats easy, transportation between resorts is a bit difficult but for your set up you should not have a problem. Board the bus from all star to magic kingdom, then hit the monorail, one stop and you're at the contemporary. To get back take the monorail to either the transportation station or to the magic kingdom station and board the bus back to the all star.
Times of operation? Well that depends, usually they run an hour or 2 before the park opens... like wise after the park closes, but check with the front desk or a bus/monorail driver the day of b/c different parks close at different times thus affecting the transportation options.
OK. Get on a bus to the Magic Kingdom, and from there, either walk or take a monorail to the Contemporary.
Another option would be to meet up at a park, which is pretty straightforward.

You have full accessibility to all the hotels - outside of every theme park are buses that take you to other hotels - just look for the signs. From Magic Kingdom and Epcot you can go to the transit station and take the monorail to the Contemporary or you can both take transport to downtown disney and meet there.
